The Cabinet of Ministers of Ukraine approved changes to Resolution No. 406, which radically simplify the procedure for installing solar power plants (SPP) on the roofs and facades of buildings. This step is a logical continuation of government policy to support renewable energy sources, distributed generation and energy sustainability of communities and businesses.
What exactly has changed in the legislation
Before the changes, the installation of solar panels on real estate was considered a major repair or reconstruction, requiring a full cycle of permitting and registration procedures for state architectural and construction control. This included filing notices or declarations and obtaining building permits.
According to the new version of the resolution:
- installation of solar power plants on roofs and facades is no longer considered reconstruction or major repairs;
- responsibility for assessing the technical suitability of a building rests with a technical inspection report prepared by a certified specialist;
- permitting documentation, registration with the state inspection authorities and certification of facility readiness are no longer required;
- for individual residential, garden, country and outbuildings, technical inspection will be voluntary, at the request of the owner.
These changes remove significant bureaucratic barriers and shorten the implementation time of solar generation projects, especially for households and small businesses.
How it will work in practice: basic steps for installing a solar power plant

Preparation of a technical report on the building inspection, which should include:
- assess the condition of supporting structures;
- confirm that the installation of panels will not affect the reliability of the building;
- contain recommendations for safe operation after installation.

Registration of installation of a solar power plant without contacting the state architectural and construction control

Connection to the grid (if necessary) according to the rules of the distribution/transmission system operator.
This means a minimum of formalities and maximum efficiency for both residential buildings and commercial and public buildings.
Simplifying the installation procedures for solar power plants fits organically into the general vector of Ukraine’s energy policy: supporting “green” generation, developing renewable energy sources (RES), stimulating investments in solar technologies, strengthening the energy independence of the state and society.
Experts believe that in such conditions, the demand for solar panels and integrated energy storage systems will grow, and Ukraine will be able to more actively deploy grid-centric energy.
The government’s decision to simplify the installation of solar power plants in buildings is a systematic step forward for the development of renewable energy sources in Ukraine. The abolition of unnecessary permitting procedures and the introduction of flexible requirements for technical expertise create favorable conditions for the widespread adoption of solar power plants both at the household level and for business and social infrastructure.
