Green Tariff in Ukraine in 2026

A few years ago, the green tariff in Ukraine was widely perceived as an almost perfect investment. Solar power systems were being installed at scale, and stories about “passive income” became a defining part of the market narrative. By 2026, however, the situation has changed significantly — which is exactly why the topic has once again become relevant.

Today, the green tariff is no longer about quick profits. Instead, it represents a more complex combination of energy independence, long-term investment, and, to some extent, income generation.

The core model remains unchanged. A solar system owner generates electricity, consumes part of it for their own needs, and sells the surplus back to the grid at a fixed tariff. This tariff is pegged to the euro and guaranteed by the state until 2030. It was precisely this long-term guarantee that made the program so attractive in the past.

In 2026, the green tariff is still in effect, but its economic appeal is no longer as straightforward as it once was. The main reason is the gradual reduction of rates for newly connected systems. While a few years ago system owners could receive around €0.16–0.18 per kWh, new installations now fall within the range of approximately €0.12–0.13 per kWh. In local currency terms, this still appears attractive, but the difference in profitability is already noticeable.

A typical residential solar system with a capacity of up to 30 kW in 2026 can generate around 30,000 kWh per year. Part of this energy is consumed on-site, while the surplus is sold to the grid. As a result, the system can still generate income, but it should no longer be viewed as a source of quick returns.

Another important factor that is often overlooked is taxation. Many investors focus solely on the tariff itself, ignoring the impact of taxes. Income generated under the green tariff is subject to taxation, which reduces the net profit by roughly a quarter. This has a direct impact on payback periods, which typically range from 5 to 6 years depending on system configuration, location, and the level of self-consumption.

And yet, despite these changes, the green tariff cannot be considered unprofitable. It has simply ceased to be a universal solution and a fast-return investment.

If previously solar systems were installed primarily “to make money,” today they are increasingly deployed “to gain control over energy.” This shift became especially evident after energy crises and power outages, when the issue of energy autonomy moved to the forefront.

This is precisely why a strong alternative has emerged on the market — the Net Billing model. It operates differently: instead of selling electricity at a fixed rate, the system owner effectively uses the grid as a virtual battery. While this approach is less attractive in terms of direct revenue, it is often more suitable for those looking to optimize their own energy consumption.

In this context, the green tariff appears to be a mechanism gradually approaching the end of its lifecycle. The program is officially set to run until 2030, and no more “favorable conditions” are expected to be introduced. This makes 2026 a kind of final window of opportunity for those still considering this option.

At the same time, modern energy projects increasingly combine generation, storage, and intelligent consumption management. Within such systems, the green tariff becomes just one component rather than the primary objective — a useful addition that helps accelerate the return on investment.

Ultimately, in 2026, the green tariff is no longer a story about “making money from the sun.” It is a story about how solar energy helps reduce dependence on external factors.
