Condominium associations can combine grants and loans at 5-7-9%: new rules for 2026

On February 19, 2026, the Government of Ukraine decided to strengthen state support for energy autonomy in apartment buildings (condominiums, housing cooperatives) by expanding the grant component of support through the Energy Efficiency Fund; allowing the simultaneous use of grants and subsidized loans for the purchase and installation of the same equipment; and simplifying the conditions for accessing these instruments for homeowners’ associations.

 

This is an important step, as grants and loans were previously not clearly coordinated for joint use in a single project, which hampered the financing of comprehensive energy autonomy solutions.

How does the new mechanism work?

Grant Component (Energy Efficiency Fund)

Housing cooperatives (HOAs) and housing cooperatives (HCs) receive non-repayable financial support for:

  • Solar power plants (SPPs),
  • Energy storage systems (ESS), and heat pumps – up to 70% of the cost;
  • Generators – up to 50% of the cost.
    Maximum compensation amounts can reach several million hryvnias, depending on the type of equipment.

The grant significantly reduces the initial cost of purchasing equipment.

Grant applications are submitted through the Energy Efficiency Fund.

 

Credit component (Affordable Loans 5-7-9% program)

In addition, condominium associations/housing cooperatives can:

  • receive a preferential loan at 0% per annum (through state interest compensation);
  • maximum loan amount – up to UAH 3 million;
  • term – up to 3 years;
  • the loan can be used to cover the portion of the equipment cost not covered by the grant;
  • access to loans is provided through 43 partner banks of the 5-7-9% program.

This mechanism allows for the combination of grant compensation and a loan to fully finance a project, significantly enhancing condominium associations’ ability to implement energy-efficient solutions.

For a typical multi-family community this means:

Significantly lower costs for the implementation of energy-efficient solutions (PVS, SPS, heat pumps, generators)

The ability to combine two support instruments – a grant and a loan – for one project

Effective coverage of 100% of equipment costs: a grant compensates for part of the cost, and a loan covers the rest.

Significant relief of the financial burden on co-owners of housing

This is exactly what officials stated in their press releases: “The grant and the loan are two complementary components that, together, allow for the financing of the necessary equipment.”

 

“Fewer barriers means more energy-independent homes. Grants and loans work together to enable condominium associations (HOAs) to more quickly and effectively enhance the energy resilience of the housing sector,” emphasized Deputy Prime Minister for Reconstruction and Minister of Communities and Territories Development Oleksiy Kuleba.
