On Amendments to the Licensing Conditions for the Production of Economic Activities for Energy Storage

Energy storage will become easier: NEURC opens new opportunities for mobile energy systems

 

On June 18, 2025, the National Commission for State Regulation of Energy and Public Utilities (NKREKU) adopted an important resolution that could significantly change the approach to the development of energy storage systems in Ukraine.

 

What does the new regulation entail?

The adopted resolution “On Amending the Licensing Conditions for Energy Storage Business Activities” simplifies the process of obtaining a license for energy storage facilities that have the status of movable property.

 

We are talking about modules or installations that:

  • Can be moved without depreciation;

  • Cannot be damaged or change in functionality during transportation;

  • Not rigidly tied to real estate.

 

Why is this important?

The change paves the way for the widespread use of mobile energy storage solutions, including:

  • Trailer-mounted battery systems for industry;

  • Temporary solutions for stabilizing microgrids;

  • Rapidly deployable facilities for the military, critical infrastructure facilities, and humanitarian missions.

 

In the context of military and energy instability, this solution could become an incentive for the implementation of modern ESS (Energy Storage Systems) not only in stationary but also in mobile formats.

 

Impact on the market

1. Business gains flexibility

Companies will be able to launch energy storage solutions:

  • Quickly, without lengthy approval procedures;

  • Testing, at sites that change location;

  • Without major construction, using trailer platforms.

2. New partnership formats

Simplification opens up the potential for:

  • ESS leasing programs;

  • joint pilot projects with DSOs;

  • mobile solutions for temporary solar power plants or storage facilities.

3. Support for technology development

Manufacturers of energy storage systems will gain new opportunities for using and promoting their equipment in the Ukrainian market.

 

The NEURC resolution of June 18, 2025, is more than just a simplification of bureaucracy. It opens the market to innovation and truly supports Ukraine’s energy flexibility in the context of wartime and post-war renewal.

 

Mobility, flexibility and reducing barriers are the characteristics that will define the energy storage market in the coming years.
